兰州大学管理学院副教授，硕士生导师。天津大学管理与经济学部公共管理博士，新加坡国立大学联合培养博士，南开大学周恩来政府管理学院博士后。致力于韧性城市建设、住房政策与社区发展、建筑节能、低碳节能政策等研究。在Cities, Applied Geography, Energy Policy、Environmental Impact Assessment Review、Carbon Management、《人口与经济》《城市发展研究》等国内外权威期刊上发表多篇论文。曾主持国家自然科学基金青年项目、中国博士后基金面上项目等。参与国家社会科学基金重大项目、国家自然科学基金国际合作交流项目等。同时担任以下期刊审稿人：南开经济研究、World Development, Transportation Research Part A: Policy and Practice, Applied Energy, Journal of Cleaner Production, Journal of Agricultural Science and Technology, Chinese Journal of Population, Resources and Environment。
