讲座主题：The Rational and Irrational Natures of Corruption among Public Servants

讲座简介：

Public servants are one of the major groups guilty of public corruption. However, the current literature in corruption has largely focused on the country level and examined institutional factors of corruption, while little attention has been paid to the individual level motives. This study takes individual public servants as analysis units and investigates whether corruption may be driven by rational choices or intrinsic values and norms. Using survey data from more than a thousand public servants in a province, we conduct factor analysis and construct an index variable of corruptibility, and find that both rational choice and intrinsic values can significantly explain the variation in corruptibility.

主讲人简介:

张亚红，美国罗格斯（Rutgers）大学公共事务与管理学院的副教授暨终身教授、国际项目主任、及罗格斯反腐败研究中心主任。其研究兴趣侧重于美国地方政府管理与政策，包括政治行政关系、公民参与、以及反腐败研究等。其学术论文见诸于公共管理領域的顶级学术期刊，比如《公共行政研究和理论》（JPART）、《公共行政评论》（PAR）、《美国公共行政评论》（ARPA）、《公共绩效管理评论》（PPMR）等。她长期受邀担任透明国际的特约编辑和专家成员，以及十多个学术期刊包括JPART、PAR、ARPA、PPMR 等的匿名审稿人；是美国《公共行政评论》（ARPA）和《中国公共行政评论》的编委会成员。她当前的研究聚焦于公共管理者在政策制定过程中的作用，也通过数据收集和经验研究的方式致力于反腐败研究的项目。主要给罗格斯大学公共事务和行政学院博硕士研究生讲授定量研究方法。
